PROBLEM TO BE SOLVED: To prevent a steel plate from being scratched due to friction caused by the uneven speed between a reel and the steel plate when the steel is uncoiled close to its terminating end, and to prevent out-of-control caused by the reverse rotation of a motor. SOLUTION: The current of a motor 1A is controlled by a current control amplifier 12 in which the tension set value set by a controller 14 is the current command. A speed change detector 18 detects generation of irregular speed between a reel and a steel plate A by detecting the speed change. A switch 17A is changed to a switch 17B by this detection. The feedback control is performed by the speed set value to set the speed outputted by the controller 4, and a speed detector 15, and the speed of the motor is controlled with the output of a speed control amplifier 16 being the current command of the current control amplifier to evenly control the peripheral velocity of the reel and the speed of a steel plate.
