The method involves attaching a heat meter between a heating and cooling source and consumers (8), such that entire heating and cooling flow between the source and consumer is detected. A valve (7) is arranged before each consumer, and a bypass line with another valve (6) is arranged before each consumer, such that a supply network is flushed over the bypass line, where both valve are controlled by a central requirement management. An independent claim is also included for a device for heating and cooling quantity measurement and cost allocation for consumers.
