The system has a central reader of a housing area and a radio remote control of heating units to read the temperature of an apartment. A control unit (4) controls temperature of the apartment and actuates a motor (5) during sabotage. A central firm computes the heating costs of the area based on the read temperature and provides the information about the costs over radio communication devices to landlord and tenant. An independent claim is also included for an energy supply to a central firm, which computes the heating costs of housing area.
