The device has a conduit (1) defining, in a plane transversal to air movement, an air circulation section (2). A rotary shutter (3) is mounted in the conduit, between maximum opening and closing positions (01, F), around a pin (4) disposed in a widened part (10) of the conduit. The part (10) has dimensions greater than that of the section. The shutter is inscribed completely, in the position (01), in the part (10) outside the section. An independent claim is also included for an application of a gaseous fluid e.g. air, flow controlling device to the formation of an air intake device for an internal combustion engine.
