PROBLEM TO BE SOLVED: To provide a charger and a charging method capable of preventing a battery from being deteriorated while maintaining charging in a short time. SOLUTION: This charger, which charges a secondary cell, includes a device of detecting the quality of an input power supply and a device of outputting a charging voltage corresponding to the detected power supply quality. Otherwise, this charger includes a device of detecting the quality of an input voltage and a device of prohibiting charging if the detected power supply quality is below a desired level. This charging method for charging a secondary cell includes a step for detecting the quality of an input power supply and a step for outputting a charging voltage corresponding to the detected power supply quality.
