PROBLEM TO BE SOLVED: To provide a heavy metal-fixing agent which generates no harmful gases when decomposed, can be used in a flue exhaust gas and exhibits excellent heat resistance for replacing conventional heavy metal-fixing agents which have a problem that they are decomposed at high temperatures (100°C or higher temperatures) and generate harmful gases (such as hydrogen sulfide, carbon disulfide, sulfur dioxide or amines) to cause corrosion of apparatuses and therefore cannot be incorporated into flue exhaust gases of an incinerator whose temperature might be elevated. SOLUTION: The heavy metal-fixing agent comprises (A) a dithiocarbamic acid (salt) of a piperazine compound bearing at least one dithiocarboxy group directly bonded to a N atom constituting the piperazine ring, (B) slaked lime and, as occasion demands, (C) cement.
