PROBLEM TO BE SOLVED: To suppress deterioration or the like of a fluorescent pigment caused by exotherm at the time of light emission, and enhance durability against moisture (phosphor particles) and durability against ultra-violet rays (phosphor particles and fluorescent pigment), and furthermore reduce color balance changes with time while enhancing durability. SOLUTION: In an electroluminescent element which includes a phosphor layer and a dielectric layer, the fluorescent pigment that contains the phosphor particles having a covered layer as the phosphor particles, and that absorbs a part of the light emission from the phosphor and converts it to have a light emission wave length different from that of the phosphor, is either included in the dielectric layer or in the pigment layer installed additionally between the phosphor layer and the dielectric layer, or included in the phosphor layer, and is arranged so that content distribution of the fluorescent pigment amount is made larger toward the dielectric layer side in the thickness direction of the phosphor layer.
