PROBLEM TO BE SOLVED: To shorten a time for disk format of a disk in which overwriting of data for a CD-RW disk or the like is enabled. SOLUTION: A drive controller 7 records, reproduces, and erases tracks consisting of a plurality of packets for a CD-RW disk 1 in which data can be overwritten, at the time of formatting the CD-RW disk 1, data recording to a user data part on the disk is omitted, and data are recorded in only a track information recording region (TOC) and a program memory region (PMA).
