<p><P>PROBLEM TO BE SOLVED: To provide an in-vehicle monitoring device capable of securely performing the in-vehicle monitoring using a photographing means while saving the power of an on-vehicle battery. <P>SOLUTION: The in-vehicle monitoring device 1 is equipped with a photographing device 2 capable of photographing the in-vehicle, and an image processing device 3 controlling the photographing device 2. When the vehicle is parking, the image processing device 3 outputs an image request signal K in a state of being spaced at a predetermined interval, the photographing device 2 receiving this command performs the image photographing in an image photographing timing with a predetermined interval, and outputs the photographing image to the image processing device 3. On the other hand, the image processing device 3 performs the background difference processing based on the image obtained from the photographing device 2. When the variation of brightness of the image is large, the image processing device 3 continuously outputs the image request signal K so as to make the photographing device 2 photograph the continuous images.
