PROBLEM TO BE SOLVED: To provide a skylight window opening and closing device capable of eliminating the flap of a skylight window frame body by surely holding the skylight window frame body in the case it is closed and eliminating the occurrence of allophone. SOLUTION: The skylight window opening and closing device 7 includes an arm member 26 rotatably connected to the skylight window frame body 5, an arm member 38 connected to the skylight window frame body 5 in a rotatable manner and in a straightly moveable manner and rotatably connected to the arm member 26, a starting arm 42 rotatably connected to the arm member 26, a rotational body 45 rotatably connecting the starting arm 42 thereto so that the semi-crank motion can be made to occur in the starting arm 42, an electric motor 46 rotating the rotational body 45 and a prohibition mechanism 48 so as to engage with a mounting device 19 of the skylight window body 6, at the same time, without being resulted from the rotation of the rotational body 45 by the electric motor 46 and prohibiting the rotation of the arm member 38 canceling the closing of an opening 4 by a body section 17 of the skylight window body 6.
