PROBLEM TO BE SOLVED: To prevent uneven decoloring or uneven dyeing of the hair and obtain sufficient hair-decoloring force or hair-dyeing force by discharging a two-agent type hair decoloring agent or a two-agent type hair dyeing agent from a foamer container in a foamy state. SOLUTION: The two-agent type hair cosmetic is composed of a first agent containing an alkali agent, a second agent containing hydrogen peroxide and a foamer container for discharging a mixed solution of the first agent and the second agent in a foamy state and comprises 0.1-10 wt.% surfactant and 0.01-10 wt.% silicones in the mixed solution of the first agent and the second agent. In the hair cosmetic, the viscosity of the mixed solution at 25°C is preferably 1-300 mPas and a higher alcohol and a cation polymer are preferably contained in the mixed solution.
