PROBLEM TO BE SOLVED: To provide a new conversation participation procedure recognition device and its system. SOLUTION: This conversation participation procedure recognition device 10 includes a server 12. The server 12 recognizes a participation role to a conversation for each person wearing a wearable unit 20 based on utterance information and sight line information transmitted from each wearable unit 20. The server 12 recognizes a rise in rank of a participation role of a person from a non-participant, to a bystander, and to a by-participant based on sight line information of the person. From utterance information of each person, a term, in which the participation role of the person becomes a speaker, is recognized. A listener in the term, in which each person becomes a speaker, is decided from the utterance information and the sight line information.
