PROBLEM TO BE SOLVED: To provide a heat exchanger improved in heat exchange capability by enabling easy adjustment of heat exchange capability according to heating or cooling load and uniform distribution of heat exchange medium to tubes by selectively adjusting or opening and closing the flow of the heat exchange medium flowing through the tubes. SOLUTION: This heat exchanger comprises a number of tubes arranged at equal intervals while fixing both ends thereof to upper and lower headers 140 and 190; an upper tank composed of a first tank 120 connected to the upper header and having an inlet and outlet pipe formed at one side and a second tank 130 having a recovery hole at one side, and a first opening and closing means set slidably within the upper tank and opening and closing a distribution hole line 131. The heat exchanger further comprises a control means 170 set rotatably within the upper tank and operating the first opening and closing means by transmission of external power, and a lower tank 191 connected to the lower header to communicate with the end part of each tube, and communicating with the upper tank through a return pipe 195.
