PROBLEM TO BE SOLVED: To provide a floor heating panel capable of reducing temperature irregularity in joint portions. SOLUTION: Four sides of a heat equalizing plate integrated with a planar heating element 5 are folded upward to form a rising portion 6, and a groove is formed on a base material from a rear face toward a front face on its peripheral end portion, and the rising portion of the heat equalizing plate is fitted in the groove.
