<P>PROBLEM TO BE SOLVED: To quickly perform the loan of permitted resources. <P>SOLUTION: A LAN 26 connected to the resources 23 and 24 to be loan objects is connected via a resource loan side controller 1 to a WAN 5. When receiving a resource loan request from the WAN 5, the resource loan side controller 1 prepares a loan request notification message including the resource of the loan object indicated by the request, the utilization contents of the resource and the information of a loan request origin and transmits it to a plurality of predetermined contacts. Then, the propriety of the loan of the resource is decided on the basis of responses to the notification message received within a prescribed period. In the case of refusing the loan of the resource, a refusal message is transmitted to the loan request origin.
