<p><P>PROBLEM TO BE SOLVED: To provide a communications device requiring no feedback from the receiving station side and being capable of conducting a data type change control, such as translation control having fast reaction rate to the change in communication environment, an error-resistance control or the like on the transmission station side, when a stream data, in real time, is transmitted in various communication statuses and a communication setting. <P>SOLUTION: The communication device 1 has a encoding-rate control unit 102 controlling an encoding rate in an encoding-rate changer 103 changing the encoding rate of the stream data to be transmitted. The communications device 1 further has an error-resistance control unit 106 for controlling an error resistance in an error-resistance adder adding the error resistance to a packet, and a communication-channel status measuring section measuring the communication status of the communications medium.
