<P>PROBLEM TO BE SOLVED: To keep best provision quality of a transparent data transmission service and another data transmission service. <P>SOLUTION: A transmission quality monitoring unit 32 provided in a baseband signal processing circuit 30 of each of devices monitors an error of reception data or a response from an opposite party device to transmission data and measures an error rate. If the error rate exceeds a predetermined level, a transmission form of transparent data is switched to a form of high normal reception probability (to a packet to which an error-correcting code is added, or the like, for example).
