PROBLEM TO BE SOLVED: To provide a plate-making device which can eliminate the displacement of a printed image in printing paper, caused by having a master wound around a plate cylinder in a skewed manner, and a plate-making printer which is equipped with the plate-making device. SOLUTION: Adjusting members (302R and 302L), which are movably held on the plate-making device, pressing means (308R and 308L), which adjustably moves the adjusting member in a pushing manner, and locking means (306R and 306L) for the adjusting members are provided as positioning means which can adjustably change a position of the whole plate-making device with respect to the plate cylinder 2.
