PROBLEM TO BE SOLVED: To provide a radiation image conversion panel excellent in sharpness, excellent in stability with the lapse of time of a characteristic, and excellent in an adhesive property of a stimulable phosphor layer, and a manufacturing method therefor. SOLUTION: This radiation image conversion panel having the stimulable phosphor layer on a support is provided with an under coating resin layer having 0.01-0.05μm of average surface roughness Ra, and 0.5-10μm of film thickness, between the support and the stimulable phosphor layer.
