PROBLEM TO BE SOLVED: To obtain a low viscosity oil in water type emulsion composition containing ceramides stably and to prepare a cosmetic containing the same. SOLUTION: This oil in water type emulsion composition contains an anionic amphiphilic polymer containing 50-90 wt.% constituting composition selected from constituting compositions (1) and (2) shown in figures (1) and (2) based on the total constituting components, 10-50 wt.% constituting composition (3) shown in figure (3) based on the total constituting components [wherein, R<SP>1</SP>to R<SP>6</SP>are each H or methyl; R<SP>7</SP>is a 4-30C alkyl or alkenyl; M<SP>1</SP>to M<SP>3</SP>are each H or a cation; and X<SP>1</SP>is O or NH] and ceramides.
