PROBLEM TO BE SOLVED: To record a title or the like of contents recorded in a recording medium by making a title menu screen which can be recognized by a user, in an information recording and reproducing apparatus such as an optical disk apparatus. SOLUTION: In the information recording and reproducing apparatus, title pictures 41, 42 with frame in which the pictures are surrounded by frames for distinguishing the title from a background picture are made for contents having data about titles out of contents recorded in a recording medium, and a blank frame picture 43 indicating contents without title is made for contents having no data about titles. And a picture in which these pictures 41, 42 with frame and blank frame picture 43 are superimposed on a background picture 30 is recorded in the recording medium as a title menu screen 50, this title menu screen 50 can be presented to the user.
