PROBLEM TO BE SOLVED: To provide a disk recording apparatus capable of quickly carrying out recording when power is turned on and the disk is inserted, reducing a processing time for disk ejection and power interruption, and efficiently carrying out recording to a finite disk recording management area. SOLUTION: A recording and reproducing apparatus excellent in operability and capable of shortening the power off time or a disk ejection time is obtained by providing a means for determining the propriety of update of disk recording management information on the basis of a ratio of a recorded capacity to a recordable capacity so as to record the disk recording management information to the utmost at the end of user data recording thereby avoiding the recording management data from being updated at power interruption or disk ejection.
