PROBLEM TO BE SOLVED: To eliminate the fluctuation of outdoor daylight in obtaining a difference image between an image only with outdoor daylight and an image illuminated by an illuminating light. SOLUTION: A device is equipped with a light emitting means 101 for irradiating an a target object with the illuminating light, a reflected light image acquisition means 102 for acquiring only reflected light from the target object by the illuminating light as an image by calculating difference of the image of the target object at the time of irradiation and non-irradiation of the illuminating light and a means 205 for controlling light intensity of external illumination of environment under which the target object is placed.
