PROBLEM TO BE SOLVED: To prevent the scattering of crushed stones by performing simple construction work and preventing a burden from being imposed on the environment, in a track bed of a railroad or a graveled road, where the crushed stones are used. SOLUTION: The track bed of the railroad or the graveled road, where the crushed stones are used, is covered with a biodegradable resin. The chip-like or fibrous biodegradable resin is sprayed on the track bed of the railroad or the graveled road, where the crushed stones are used, and melted to cover the track bed of the railroad or the graveled road.
