A moving picture reproducing device (10) includes a video encoder (18). This vide encoder (18) reproduces such a moving picture at a reference frame rate as contains a partial moving picture having a frame rate different from a reference frame rate. A CPU (26) calculates a difference between a first frame number necessary for reproducing the partial moving picture for a real time and a second frame number obtained by subjecting the partial moving picture to a periodic frame interpolation. The CPU (26) executes such frame thinning operations in a decentralized manner on the moving picture as have a number corresponding to the difference calculated. The CPU (26) further executes frame interpolations of a number corresponding to the second frame number on the partial moving picture.
