摘要 <P>PROBLEM TO BE SOLVED: To solve the problem that it is difficult to perform correct reliability determination since no interference component is taken into consideration in reliability determination of transmission power control by a received signal level. <P>SOLUTION: A synchronization determining part 101 compares the value of a received signal level to interference signal level ratio (SIR) with a step-out threshold, temporarily determines a step-out state in the case of being not higher than the step-out threshold and a synchronization establishment state in the case of being equal to and higher than the step-out threshold, then compares a step-out time obtained from a temporary determination result with a synchronization establishment time and a semi-step-out time threshold with synchronization semi-establishment time threshold, determines a semi-step-out state in the case of step-out equal to and higher than the semi-step-out time threshold and a synchronization semi-establishment state in the case of synchronization establishment equal to and higher than the synchronization semi-establishment time threshold. A determination result composition part 409 does not increase (UP) nor decrease (DOWN) transmission power in the case of the semi-step-out state.
