PROBLEM TO BE SOLVED: To solve the problem wherein image quality is deteriorated because a dummy contour is caused in a boundary when a plurality of images subjected to error diffusion processing are adjacently connected or when a single image is divided into a plurality of areas and the respective divided areas are subjected to error diffusion processing. SOLUTION: A threshold setting part 13 sets at least one threshold Tha + 1 in sections Va to Va + 1 (0≤a < N - 1) of at least one input value when an input gradation value is defined asνon the basis of Formula (1) when quantization values are defined as 0/1/2/.../N - 1 and gradations of the quantization values as V0/V1/V2/.../VN - 1.
