PROBLEM TO BE SOLVED: To effectively reduce exposure, to simplify tie-in, to shorten a working time, and to effectively reduce exposure to a worker or the like, when attaching and detaching a shielding plug to/from a through hole in a radioactive material storage vessel, and when attaching and detaching a discharge/injection pipe thereto. SOLUTION: The through-hole 4 of a vessel lid 3 is inclined with respect to the center axis a of a vessel body 2, a discharge and injection device 7 is provided with a plug driving mechanism 8 capable of pulling up or down the shielding plug 5 along a direction same to an inclined angle of the through-hole 4.
