PROBLEM TO BE SOLVED: To surely access a home gateway and a household electric appliance controller even when a communication function other than a public line network can not access the determined home gateway 2 and the household electric appliance controller due to obstacles and the influence of a communication range. SOLUTION: The home gateway 2 and access points 7a and 7b which are communicable by a radio LAN are connected to an in-house network 3. Air conditioners 8a and 8b, an illuminating lamp 8c or a video 8d as a network household electric appliance 8 can access the radio LAN by a mobile phone set 9. The mobile phone set 9 accesses a closer home gateway 2 from the first floor, and a control command is transmitted to the air conditioner 8a on the second floor through the access point 7a to be able to control driving of the air conditioner 8a.
