PROBLEM TO BE SOLVED: To provide a microbial material exhibiting germination rate-promoting action by acting on plant seeds and exhibiting growth promoting action by acting on plant root, not having undesirable influence on environment and ecosystem and capable of simply being used at a low cost. SOLUTION: The subject agent for improving germination rate of plant seeds improves germination rate of plant seeds by making a microorganism act on the plant seeds and promotes growth of the plant by making the microorganism act on the germinated root. The agent for improving germination rate of plant seeds comprises the microorganism belonging to the genus Trichoderma or the genus Bacillus and having plant seed germination rate-improving action (and further growth-promoting action) as an active ingredient. The microorganism of the active ingredient includes e.g. Trichoderma atroviride SKT-1 (FERM P-16510), SKT-2 (FERM P-16511) or SKT-3 (FERM P-17021) or Bacillus sp. D747 (FERM BP-8234).
