PROBLEM TO BE SOLVED: To automatically create proper multiple-choice questions. SOLUTION: An automatic question creating device 82 includes: a correct answer selecting section 90 for selecting, from a corpus 80 including a plurality of condition-response pairs each of which is composed of a condition and a response to the condition, an arbitrary condition-response pair as a pair for correct answer; a set calculating section 92 for obtaining a set of candidates for choice for incorrect answer by excluding, from the corpus 80, a set of the selected correct answer pairs and condition-response pairs having responses in an expression equivalent to the response of the pair for correct answer, and a set of condition-response pairs having conditions in an expression equivalent to the condition of the pair for correct answer; and a question creating section 94 for creating multiple-choice questions by combining a prescribed number of responses for incorrect answer selected from arbitrary condition-response pairs included in the required set of candidates for the choice for incorrect answer with responses of pairs for correct answer.
