PROBLEM TO BE SOLVED: To provide an observation apparatus and an observation method for the inside of a high-pressure vessel for observing the inside of the high-pressure vessel by using radiations and obtaining a clear processing image of an observation target in the high-pressure vessel. SOLUTION: The observation apparatus 10 in the high-pressure vessel comprises; the high-pressure vessel 12 for storing the observation target, such as an internal fluid 11; a radiation source 13 for irradiating the high-pressure vessel 12 with radiations R from outside; a radiation detector 14 for detecting radiations Ra through the high-pressure vessel 12 for converting to an image signal; and an image processing unit 15 for creating a photographed image and a background image from image information from the radiation detector and obtaining a processing picture by performing the differential processing of the background image from the photographed image.
