<p><P>PROBLEM TO BE SOLVED: To provide a proper course corresponding to a target direction to a driver to reduce possibility that the driver is involved in a traffic jam. <P>SOLUTION: It is decided whether a plurality of traffic flows are present or not, in one target road.
