PROBLEM TO BE SOLVED: To provide a decision method for business implementation, in which data on reliable public judgement for the propriety of getting in business are basically collected by using a communication network.

SOLUTION: A delivery means 5 delivers a business plan proposal stored on a business plan storage means 2 and a test for the degree of understanding related to the business, and lottery conditions to the communication network 7. A candidate for purchasing a lottery transmits a wish to purchase the lottery and an answer to the test for the degree of understanding. A lottery purchase decision means 3 permits to purchase for the lottery when the received answer to the test for the degree of understanding meets acceptance conditions. After elapsing a sales period of time for the lottery stored on the business plan storage means 2, a business implementation decision means 4 decides whether or not the business is executed in accordance with a sales state for the lottery and business implementation decision conditions stored on the business plan storage means 2.
