<p><P>PROBLEM TO BE SOLVED: To reduce power consumption by efficiently performing deblock processing and deringing processing. <P>SOLUTION: A horizontal deblock processing part 61 and a vertical deringing processing part 62 is configured as one set and a vertical deblock processing part 71 and a horizontal deringing processing part 72 is configured as one set. When the amount of processing data is not larger than a prescribed value, the processing data is written in an external shared memory 1 after the processing of one set is performed, and the processing of the other set is applied to data read from the external shared memory.
