PROBLEM TO BE SOLVED: To obtain a rotary driving device capable of being driven without using electricity, fuel and the like. SOLUTION: To support bodies 3A, 3B, 3C arranged in a rotor 2 at even intervals in the circumferential direction, first arms 5A, 5B, 5C in which first deadweights 4A, 4B, 4C are fixed to tips of the first arms 5A, 5B, 5C and second arms 7A, 7B, 7C to which second deadweights 6A, 6B, 6C are fixed are rotatably and pivotally mounted. The first arms 5A, 5B, 5C and the second arms 7A, 7B, 7C are set to be moved to the centrifugal direction of the rotor 2 at the time of normal rotation and moved to the centripetal direction of the rotor 2 at the time of reverse rotation. Rear ends of the first arms 5A, 5B, 5C pivotally mounted to the support bodies 3A, 3B, 3C and the rear ends of the second arms 7A, 7B, 7C pivotally mounted to the other support bodies 3A, 3B, 3C adjacent to the rotational direction sides of the support bodies 3A, 3B, 3C are connected with each other via links 9A, 9B, 9C. Due to the weight of the first deadweights 4A, 4B, 4C and the second deadweights 6A, 6B, 6C and leverage, the first arms 5A, 5B, 5C and the second arms 7A, 7B, 7C can be normally and reversely rotated. On the basis of the vertical, the total weight of the first and second deadweights 4A, 4B, 4C, 6A, 6B, 6C in the one side in the rotational direction of the rotor 2 from the vertical is set larger than that in the one side in the reversely rotational direction of the rotor 2, all the time.
