PROBLEM TO BE SOLVED: To provide a rotary cutter and a press-fitting paper sheet manufacturing device for cut paper using this rotary cutter, without causing cut failure of rolling in chips even if narrow cutting is continuously performed, in the rotary cutter for continuously cutting continuously carried paper sheets. SOLUTION: A chip guard G for fixing, for example, an L-shaped plate body by a column, is arranged above a rotary blade 1 of the rotary cutter composed of the rotary blade 1 and a fixed blade 2. The rotary cutter cuts a front end part of the upstream side paper sheets by rotary operation after cutting a rear end part of the downstream side paper sheets carried by butting by reciprocating operation.
