<p><P>PROBLEM TO BE SOLVED: To simultaneously change cooling capability based on the operating circumstances of a device by controlling cooling capability according to the type of an instruction. <P>SOLUTION: A first logical unit 11 is provided with a first number of instruction calculation part 41 for calculating the number of the issue of the first type instructions per unit time and for outputting it to a cooling controller 30,... and a n-th number of instruction calculation part 4n for calculating the number of the issue of the n-th type of instructions per unit time and for outputting it to the cooling controller 30. The first type instructions are instructions to largely affect the operation of the first logical unit 11.
