PROBLEM TO BE SOLVED: To provide a component which makes a hydrophilic surface of a glass material and improves the hydrophilic property of the glass but not affects the transmissivity and reflectivity of the glass by forming a plurarity of pores on the surface of a glass material, and its method. SOLUTION: This component is a chemical treating agent containing a silicon dioxide having a particle diameter of not greater than 100 nm, a polysiloxane derivative, ammonium bifluoride, ammonium fluorosilicate, a surfactant, hydrogen peroxide, a phosphate ion, and water, and has a composition of 0.0001-10 wt% silicon dioxide, 0.0001-10 wt% polysiloxane derivative, 0.0001-25 wt% ammonium bifluoride, 0.0001-10 wt% ammonium fluorosilicate, 0.0001-20 wt% surfactant, 0.0001-20 wt% hydrogen peroxide, and 0.0001-18 wt% phosphate ion.
