<p>In a case where a wireless terminal enters the cells of a plurality of wireless base stations and these wireless base stations are placed into a situation that must control the upstream transmission rates of wireless sections for the wireless terminal (determine whether to change transmission rates), when the wireless terminal sends a request of changing the upstream transmission rates, there may occur a difference in determining whether to change the transmission rates between the wireless base stations. According to the present invention, a wireless base station control apparatus selects, as a rate control wireless base station, one of a plurality of wireless base stations by use of a predetermined procedure.</p> |
