<P>PROBLEM TO BE SOLVED: To prevent use against a copyright holder when there is an application for using copyrighted works from an arbitrary terminal 1 and to allow an applicant to use the copyrighted works temporarily when she/he wishes to use unregistered copyrighted works. <P>SOLUTION: When a server 3 receives a registration application for the copyrighted works from an arbitrary terminal 1 connected via the Internet 2 and conditions on use form for the copyrighted works are attached, the server registers the copyrighted works and the conditions on use form in a copyrighted works database 6; when a consent application for use of an optional work registered in the copyrighted works database 6 is received from another arbitrary terminal 1, the server determines whether or not the the use form of the copyrighted works with respect to the application matches the registered conditions on the use form.
