<p>Full-mesh WDM transmitting means (1), which each have n interfaces and can perform lateral full-mesh communication via any interfaces by use of wavelength paths based on the wavelength division multiplex technique, are multistage interconnected in a tree structure by inter-network connecting means (3) via edge packet forwarding means (2) connected to the respective interfaces, thereby allowing user terminals connected to the edge packet forwarding means (2) of the same full-mesh WDM transmitting means (1) to directly communicate with each other, and further achieving a scalability using the multistage interconnecting structure.</p>
