A data quantity monitoring control system of channels is made effective against an attack on an internal network, to which massive amounts of data are sent. The control system includes a diagnostic inspection relay for measuring the amount of data to be transferred between the internal network and an external network, to output an instruction signal of the switching operation to a switch control unit. In response to the instruction signal of the switch control unit, the control system exclusively controls the switching between the internal network and the external network.
