A compliant seal (6) comprises a seal pack carrier (14) defining a slot (46), and seal pack (12) slideably mounted within the slot (46). The seal pack carrier (14) and seal pack (12) define a high pressure plenum (70) which abuts the downstream side (23) of the seal pack (12), and which can be pressurised to apply a force to the seal pack (12) in the upstream direction (8). The seal pack carrier (14) and seal pack (12) also define a low pressure plenum (62) which abuts the upstream side (21) of the seal pack (12), and which can be vented to increase the effect of the force generated by the high pressure plenum (70).
