<p><P>PROBLEM TO BE SOLVED: To allow a tenant to use a main function of the Internet free of charge, to allow an apartment owner to advertise free use thereof to improve an occupancy rate, and to do away with necessity to perform various troublesome actions or special actions related to construction and operation. <P>SOLUTION: A system provider performs a contract of a line of an optical fiber or the like with an Internet provider, bears a line use charge thereof, equips a line connection system for connecting with the line inside an apartment house, and constructs the Internet apartment house. An apartment manager purchases the line connection system from the system provider or rents it in a form of lease or the like, and bears a purchase price or a rent therefor. The apartment owner rents the line connection system from the apartment manager in a form of long-term rental or the like, and bears the rent.
