SYSTEM AND METHOD FOR INCREASING SVC COMPRESSION RATIO

PROBLEM TO BE SOLVED: To provide a system for increasing the compressing ratio in scalable video coding and the method thereof.

SOLUTION: The system and method perform predictive video coding in the spatial low sub-bands of the temporal low sub-band picture in the group of pictures after the temporal filtering and spatial discrete wavelet transformation. This determines an optimized predictive mode and the related information of the temporal low sub-band picture with the highest energy as the primary reference for actual video coding.
