PROBLEM TO BE SOLVED: To provide the charge and discharge protecting circuit of a secondary battery which can increase the frequency of an oscillating circuit and can shorten the test time by decreasing a delay time, at detection of an overcharge, overdischarge or an over current, the battery pack incorporating the charge and discharge protection circuit, and the electronic apparatus of a pocket telephone or the like having the battery pack. SOLUTION: An internal oscillating circuit 16 of a delay circuit for determining a delay time, at the time of detecting an overcharge, overdischarge of the secondary battery and an overcurrent is constituted by a ring oscillator, consisting of constant current inverters 111 to 115 and capacitors 116, 117, at testing, a test terminal is pulled down to turn on transistors 102, 103, to make into effectiveness constant current sources 104, 108.
