PROBLEM TO BE SOLVED: To provide an electrochemical corrosion protection film for steel which can be used for a part to which corrosion protection current hardly flows as its keeping a secure dry state is difficult such as a boundary part between a strut made of steel and the ground, and a splash zone in a marine steel structure. SOLUTION: In the three-dimensional composite structure composed of the irreversible gel of natural high polymer polysaccharides such as glucomannan, polyaniline and the amino compound hardened body of an epoxy compound, the fine particles of a metal baser than iron such as zinc fine particles are scattered in network structures. At the time of obtaining the amino compound hardened body of an epoxy compound, to the epoxy compound, an amino compound of a quantity larger by 3 to 25% than the amine equivalent of an amino compound which shall be stoichiometrically used is used.
