<p><P>PROBLEM TO BE SOLVED: To provide a coating liquid for forming a transparent conductive film that is suitable for forming an ITO transparent conductive film having both transparency and conductivity by coating such as ink jet printing, in particular. <P>SOLUTION: The coating liquid for forming a transparent conductive film is composed of conductive oxide fine particles, an inorganic binder and a solvent. The conductive oxide fine particles have a mean particle diameter of 10 to 100 nm, the inorganic binder has a weight-average molecular weight (in terms of polystyrene) of 3,000 to 150,000, and the solvent contains 10 to 90 weight%γ-butyrolactone.
