PROBLEM TO BE SOLVED: To improve the security of an access function as an information terminal, and to also improve security against robbery or losing. SOLUTION: Not only the security for the information access but also the security against robbery or losing are improved not only by using mobile information communication terminal-specific identification information such as a production number and a telephone number programmed in a mobile information communication terminal and user-specific information such as a password number set by a user but also by controlling a time during which information can be accessed from the mobile information communication terminal, and obtaining a function of limiting the place of accessing information or changing the user-specific number using location information by employing a GPS function or the like provided in the mobile information communication terminal.
